##plugins.schemas.marc.fields.description.name##	This paper describes the perception of a peripheral scientific élite regarding its institutional links with its significant environment. Through interviews and secondary data, the paper reveals the gap between existing capacities, the desire to innovate and the support of industry and the state to develop technology-intensive businesses. It concludes that scientists with social capital and “social comparison spaces” have better opportunities to form links with industry than the incentives provided by the state and academia to do so. Our  research therefore contributes to an  understanding of the new actors of economic development on the periphery according to their beliefs, desires and expectations. En esta investigación se describe la percepción de una élite científica periférica respecto a sus vínculos institucionales con su entorno significativo. Mediante entrevistas y datos secundarios, el trabajo muestra un desfase entre las capacidades, los deseos de innovar y los apoyos de la industria y el Estado para desarrollar negocios intensivos en tecnología. Se concluye que los científicos con capital social y “espacios de comparación” tienen mejores oportunidades de vinculación con la industria comparado con los incentivos del Estado y la academia para hacerlo. Así, la investigación aporta a la comprensión de los nuevos actores del desarrollo económico en la periferia en cuanto a sus creencias, deseos y expectativas.
