This article studies the relationship between Mexico’s center and provinces through an analysis of the end of the federal contribution in 1948. Born under another name in 1824, this payment required states and municipalities to contribute a percentage of their revenue to the federal government. The end of this payment in 1948 provides an opportunity to reflect on the changes seen in the country from one century to the next, especially the increased powers of the federal government in the 20th Century. Thanks to these contributions, the federal government was able to reverse roles and, particularly after 1972-1973, became the primary source of revenue for state governments. This article concludes with a brief reference to the situation in 2015-2016, arguing for the need to analyze the overlooked fiscal history of Mexico in the 20th Century over the long term.
Este trabajo estudia las relaciones centro-provincias en México a partir de la extinción en 1948 de la contribución federal. Nacido con otro nombre en 1824, ese gravamen obligaba a las entidades federativas y a los municipios a aportar un porcentaje de sus ingresos para el sostenimiento del gobierno federal. Así, la extinción de 1948 da oportunidad para reflexionar sobre el cambio general del país entre un siglo y otro, en especial sobre el poderío federal alcanzado durante el siglo XX. Gracias a las participaciones, el gobierno federal invirtió los papeles y se convirtió, sobre todo después de 1972-1973, en la principal fuente de ingresos de los gobiernos estatales. El trabajo concluye con una breve referencia a la situación de 2015-2016 para argumentar sobre la necesidad de avanzar en una visión a largo plazo de la menospreciada historia fiscal mexicana del siglo XX. |
