The period examined herein encompasses the years from 1856 to 1877, a time in which it was partially private, run by Federal District Governor Juan José Baz and his wife Luciana Arrazola. This period has been little explored by the historiography on this institution, on which its Porfirian period is better known. This article aims to emphasize the objectives and gifts of the administration of welfare institutions in the 19th Century and how they sometimes turned to illegal methods. |

A partir del uso de fuentes primarias provenientes del Archivo Histórico de la Secretaria de Salud y del Archivo Histórico del Distrito Federal, junto con la prensa del siglo XIX el artículo intenta reconstruir el periodo de la historia “intermedio” de una institución pública de Beneficencia, el Tecpan de Santiago, establecimiento que se encargó de los pequeños desvalidos, fueran huérfanos o pequeños infractores. Los años analizados aquí son en específico, los que van de 1856 a 1877, tiempo en el que dicha institución fue privada en parte, y estuvo en manos del gobernador del Distrito Federal Juan José Baz y de su esposa Luciana Arrazola. Este periodo es poco explorado por la historiografía que ha investigado a este establecimiento, pues se conoce más la etapa porfiriana del mismo. El escrito busca poner atención en los objetivos y mercedes que podía dejar la administración de instituciones de la Beneficencia Pública en el siglo XIX y en cómo se aplicaba a veces, la ilegalidad en la apropiación de dichos colegios.
