The aim of this paper is to explain this “mood” that still prevails in Mexican public opinion twelve years after the first democratic change of ruling party in power. The principal argument concerns the weakness of the Mexican democratic state when measured in terms of macroeconomic management and control of violence. It also takes into consideration the efficacy of the political system, the character of pluralism, social inequality and political culture. The conclusions advance arguments in favor of a state that is democratic in both its form and informal aspects. |

A finales del sexenio del presidente Calderón, varias encuestas de opinión dieron cuenta de un bajo grado de satisfacción con la democracia en México. El propósito de este artículo es explicar ese “estado de ánimo” que prevalecía en la opinión pública mexicana a doce años de la primera alternancia democrática. El argumento principal se refiere primero a la debilidad del Estado democrático mexicano, medida en términos de gestión macroeconómica y de control de la violencia. Se toma también en consideración la eficacia del sistema político, la naturaleza del pluralismo, la desigualdad social y la cultura política. En las conclusiones se aboga a favor del fortalecimiento de un Estado democrático tanto en su dimensión formal como informal.
