Resumo:This article examines the case of the controlled confinement of toxic waste in Guadalcázar, San Luis Potosí, in light of the intergovernmental relations approach. It aims to explore the implications that the distribution of legal responsibilities in environmental matters, as well as human settlements between the three orders of government had on the initiative for establishing a toxic waste dump. Within the framework of this approach, the legal analysis is complemented by a review of factors that are not exclusively legal, which, by influencing the attitude of the government personnel involved, affected the result of the case.
