description This paper focuses on the 1921 parliamentary debate regarding a federal law supporting the expropriation of landed estates throughout the country by local governments, splitting them into family-size farms and selling them to needy peasant families as freeholdings (homesteads). This paper explains what brought about the quashing of the ideal of small freehold estates, embedded in Article 27 of the Mexican constitution, replacing it essentially with the communal or shared model (ejido). The major argument is that what led to the abandonment of the freehold agrarian option was the agro-statutory division of power anchored in Article 27, which entrusted the responsibility for the communal ejido reform to the central government, and the responsibility for the homestead reform to the federated states. The political center did not accept this arrangement, fearing the loss of its leadership in the management of Mexican agrarianism. This led to the rescinding of what most thinkers of the revolution defined as the right way of rehabilitating the Mexican pueblo, turning it into the spearhead of Mexican economic prosperity and modernization.

Este ensayo se centra en el debate parlamentario de 1921 en torno a una ley federal que apoyaba la expropiación de latifundios en todo el país por parte de los gobiernos locales, con el fin de dividirlos en fincas familiares y venderlos a familias campesinas necesitadas en forma de pequeñas propiedades. El artículo explica cómo fue que se anuló el ideal de las pequeñas propiedades, contenido en el Artículo 27 de la Constitución mexicana, y se sustituyó esencialmente con el modelo comunal o compartido del ejido. El principal argumento es que la razón para el abandono de la opción agraria de la pequeña propiedad fue la división estatutaria del poder en cuestiones agrarias establecida en el Artículo 27, que confiaba la responsabilidad de la reforma comunal del ejido al gobierno central, y la responsabilidad de la reforma de la pequeña propiedad a los estados federados. El centro político no aceptó este arreglo, pues temía perder su liderazgo en la conducción del agrarismo mexicano. Ello condujo a la cancelación de lo que la mayoría de los pensadores de la Revolución consideraba la mejor manera de rehabilitar al pueblo mexicano, y de convertirlo en la punta de flecha de la prosperidad económica y la modernización de México.
