Sostiene que los militares, en particular los oficiales, fueron determinantes para preservar o subvertir el dominio español durante la primera fase de la crisis. Para comprender la posición de los ejércitos, el autor se centra en tres grandes áreas de análisis: primero, el grado al que el carácter de las fuerzas armadas españolas en las colonias se alteró a partir de las reformas militares borbónicas; segundo, la reacción de las fuerzas coloniales reformadas ante la crisis de la monarquía; tercero, el grado y motivos de la variación en la respuesta militar en las principales ciudades de la América española.
