En 1906 los “cabezas de familia” de cinco comunidades indígenas le pidieron al abogado Wistano Luis Orozco que los representara en sus pleitos legales por la defensa de sus tierras. Parte de la estrategia legal fue escribir un memorial de los agravios experimentados y dirigirlo a Porfirio Díaz. El memorial y el proceso judicial que desencadenó ejemplifican cómo los actores sociales daban forma a la cultura política en los ámbitos locales, estatales y nacionales, a finales del porfiriato.
