Este trabajo aborda la difícil situación sucitada en México por la mala cosecha de maíz de 1943. En el contexto de la Segunda Guerra Mundial, la escasez y la carestía se sintieron aún con mayor fuerza, dada la dificultad de conseguir maíz en el extranjero. Se destacan por un lado algunos aspectos de la producción y consumo del maíz en la república y por otro los intentos gubernamentales por poner remedio a la grave situación. Lo anterior se hace con base en el estudio del funcionamiento del consejo mixto de economía regional del estado de Durango, lo que es importante porque esa entidad contaba con un excedente considerable de maíz. Se verá que el papel de los especuladores y el contrabando entre entidades federativas limitó en gran medida el quehacer gubernamental (federal, estatal y municipal); asimismo se verá el importante lugar que tenía la Comarca Lagunera (Torreón) en el manejo del excedente maicero de Durango.
