Se examina si hubo una continuidad respecto a la política de Cárdenas y cuál fue la visión de los españoles hacia la realidad del régimen posrevolucionario. Se presta una especial atención a la gestión de la Junta de Auxilio a los Republicanos Españoles (JARE), presidida por el socialista Indalecio Prieto, y a las razones que llevaron a la intervención mexicana de esta institución de ayuda.
