| description | This work studies the fiscal relationship between federal and state governments in Mexico during the 1861-1924 period, divided into two periods marked by the 1910 revolutionary movement: 1861 to 1913, and 1914 to 1924. Considering federal contributions as a reference point, this paper helps understand which aspects of taxation changed and which stayed the same after the Mexican Revolution, mainly regarding the reorganization of the federal Hacienda Pública, the proposals for fiscal federalism and the construction of new agreements between federal and state governments. It also presents new information on the development and evolution of the federal contribution tax, a revenue which played a central role in defining the federal tax agreement. |

En este trabajo se analiza la relación fiscal entre la federación y los estados en México, durante 1861-1924, tomando como referencia la contribución federal y dividiendo el estudio en dos periodos marcados por la irrupción del movimiento revolucionario a partir de 1910: de 1861-1913, y de 1914-1924. El estudio aporta al conocimiento de los cambios y continuidades que en materias fiscal y hacendaria trajo consigo la Revolución, particularmente en los ámbitos de reorganización de la Hacienda Pública federal, formulación de propuestas de federalismo fiscal, y de construcción de nuevos acuerdos entre el poder federal y los estados. Presenta además, información novedosa sobre el desenvolvimiento y evolución que durante el periodo de estudio tuvo el impuesto de contribución federal, un gravamen clave en la definición del acuerdo fiscal federal.
