La autora analiza la manera en que se conjugaron las políticas liberales de fomento económico en México con el mercado internacional, a fines del siglo XIX. Se enfoca específicamente al caso del café por ser un producto que muestra claramente que los incentivos primordiales de los cosecheros eran las altas cotizaciones del grano en los mercados internacionales. Toma como ejes analíticos los casos de Michoacán, Jalisco, Colima, Oaxaca, Chiapas y Veracruz, destacando el importante papel que jugaron los apoyos del gobierno federal y los gobiernos estatales en la expansión de la producción cafetalera en esa época, adaptando políticas de beneficios fiscales y de fomento a los transportes.
