Este trabajo hace una revisión del comportamiento de la Cámara de Diputados durante la XXVIII Legislatura (la segunda de la posrevolución) y de sus relaciones con el entonces jefe del Ejecutivo, Venustiano Carranza. Tomando distancia de la historiografía tradicional del periodo correspondiente, Ignacio Marván concluye que la dinámica de dichas relaciones y las confrontaciones entre Carranza y los diputados no dependieron tanto del caudillismo de los líderes políticos o de la inexistencia de “partidos políticos modernos”, sino de otras cuestiones institucionales, como el nuevo marco constitucional, la ley y el colegio electorales, la no reelección del ejecutivo y el momento del ciclo político presidencial.
