description This paper is about the struggle for municipal dominion in the state of Veracruz in 1928-1932. The need for such dominion became a sine qua non condition and derived directly from the agrarianism of state Governor Adalberto Tejeda, who thereby at­tempted to create an irreversible socioeconomic reality. Such a condition had five main causes: the nature of Tejeda's agrarian­ism, based on the state's initiative and  the municipalities' execu­tive powers; the complex geopolitical structure of Veracruz, due to which Jalapa depended on municipal actions in order to ex­ert its control; the opposition of businessmen and industrialists, as well as of potential supporters within the urban workers' movement, all well-known in regional centers: Tejeda's idea that direct and constant struggle (between the State and conservative municipalities) was vitally necessary in shaping a popular revolu­tionary awareness; and the powerful role attributed to municipal authorities in the alternate ultra-federate model (or "trilogy") that Tejeda proposed for Mexico. For these  and other reasons, Tejeda devoted the four years of  his government to a hard­ fought struggle  for municipal dominion, which triumphed in 1931. This victory got Tejeda very close  to the socioeconomic goal he had established at the onset of his government, and its influence is still felt today.

El artículo trata de la lucha por el dominio del ámbito munici­pal en Veracruz entre 1928-1932. La necesidad de tal dominio, hasta convertirse en condición sine qua non, deriva directamente del agrarismo del gobernador del estado, Adalberto Tejeda, que pretendía crear por su intermedio una realidad socioeconómica irreversible. Esta condición surgió por cinco motivos  principa­les: el carácter del agrarismo tejedista, basado en la iniciativa del estado local y en el uso de las facultades ejecutivas de los munici­pios; la compleja estructura geopolítica de Veracruz, que dificul­taba el dominio de Jalapa sin contar con la mediación de los factores municipales; de la oposición de comerciantes e industriales y de los partidarios potenciales dentro del movimiento obrero urbano, ambos bastante difundidos en los núcleos regio­nales; la concepción tejedista que veía en la lucha directa y cons­tante (entre el Estado y los municipios conservadores) una situación vital para la formación de una conciencia revoluciona­ria popular, y la posición predominante adjudicada a las auto­ridades  municipales en el  modelo ultrafederativo alternativo (o "trilogía") propuesta por Tejeda para México. Por éstas y otras razones Tejeda dedicó los cuatro años de su gobierno a una encarnizada lucha política por el dominio de los munici­pios, que conquistó el  triunfo en  1931.  Este éxito permitió que Tejeda se acercara bastante al objetivo socioeconómico que se propuso al iniciar su gobierno y cuyas huellas perduran hasta el presente.
