El artículo se centra en la pugna entre los representantes del Estado mexicano y los banqueros de dentro y de fuera del país, por el control de la emisión de dinero, el crédito, la deuda pública y las finanzas internacionales del gobierno. Las profundas transformaciones que estaban ocurriendo en el sistema económico internacional después de la primera guerra mundial forman el telón de fondo de este drama en el que la nueva clase política mexicana batalla por establecer su control sobre los recursos y las finanzas de la nación.
