| description | This article examines the implementation of two central objectives of the social policy agenda proposed by the administration of President López Obrador: universalism and elimination of intermediaries in service provision. We argue that these two objectives may have different effects on reducing inequalities in social protection, depending on their specific characteristics. Our analysis focuses on three major interventions: non-contributory pensions (Pensión para el Bienestar), the health services reform, and the childcare services reform. The findings reveal mixed results. Regarding the first objective, universalism, there was a significant increase in the coverage of non-contributory pensions. However, effective access to public health care services and cash transfers for early childhood remains lacking. As for eliminating intermediaries, the program management centralization did not enhance government capacities to ensure adequate service provision. Re-centralization has increased reliance on market-based solutions in health services and reinforced the role of families as the main providers of care. |

Este artículo analiza la implementación de dos objetivos centrales de la agenda de la política social de la administración del presidente López Obrador: el universalismo en la cobertura y la eliminación de intermediarios en la provisión. Argumentamos que estos dos objetivos, de acuerdo con sus características, pueden tener efectos diferenciados en la reducción de las desigualdades en protección social. Nos enfocamos en tres intervenciones clave: la Pensión para el Bienestar, la reforma de servicios de salud y la de servicios de cuidado infantil. Los hallazgos revelan avances heterogéneos. En cuanto al universalismo, se registró una expansión muy notable en la cobertura de las pensiones no contributivas, pero un rezago significativo en el acceso a los servicios de salud y a las transferencias orientadas a la primera infancia. En lo concerniente a la recentralización, la concentración de la gestión de los programas no significó fortalecer las capacidades gubernamentales para garantizar una provisión adecuada. Esta tendencia ha ampliado el espacio de las soluciones de mercado en los servicios de salud y de la (re)familiarización de los cuidados.
