Through an analysis of the Segalmex case—an alleged corruption scandal—the study evaluates whether government initiatives employed the concept of political will in this way. The findings suggest that the anti-corruption policy prioritized rhetoric, and the symbolism associated with political will, fostering a selective approach. In particular, the study observes that a strongly moralistic discourse tended to downplay irregularities committed by government officials. The conclusion is that the rhetoric of political will, when lacking clear definitions and commitments, paradoxically facilitates the justification and concealment of systemic dynamics of illegality, fraud, and embezzlement. |

Este artículo analiza el discurso de la administración de Andrés Manuel López Obrador (2018-2024) en contra de la corrupción, centrándose en la noción de “voluntad política” como eje rector. Se examina cómo este concepto, con frecuencia utilizado en la literatura anticorrupción como una variable crítica, carece de una operativización clara. En la práctica, su uso suele ser genérico y retórico, lo que permite justificar un combate selectivo contra la corrupción. Mediante el estudio del caso Segalmex –un caso de presunta corrupción– se evalúa si las iniciativas gubernamentales emplearon el concepto de voluntad política de esta forma. Los hallazgos sugieren que la política anticorrupción priorizó la retórica y los simbolismos asociados a la voluntad política, favoreciendo una lucha selectiva. En particular, se observa que un discurso fuertemente moralista tendió a minimizar las irregularidades cometidas por funcionarios gubernamentales. La conclusión es que la retórica de la voluntad política, cuando carece de definiciones y compromisos claros, paradójicamente facilita la justificación y el ocultamiento de dinámicas sistémicas de ilegalidad, fraude y malversación.
