Summary:Educational policy in Mexico is the responsibility of all three levels of government, yet in the case of the municipalities, their activities are tangential and rarely reflected in their government agendas. The objective of this article is therefore to explore the incorporation of education in municipal development plans in the state of Tlaxcala, understood as the formal agenda of activities, through a methodology of reviewing historical documents. The findings show inconsistencies in the identification of educational needs and in the incorporation of content related to that established by the legislation.
