| Résumé: | To date, studies have paid little attention to the difference between budgeted public expenditure and the amounts actually spent by state governments in Mexico. As a result, this investigation has two goals: to present evidence about this gap for the period 2003-2016, and to use a panel corrected standard errors analysis to determine if vertical alignment of political parties has an impact on their behavior. The results show that the difference between what is budgeted and what is spent is a common practice, particularly in the form of overspends, and in contexts of vertically divided government this amount tends to be higher. |
