Resumo:Since the signing of the North American Free Trade Agreement (nafta), reciprocal flows of goods, services, capital and persons between Mexico and Canada have increased exponentially. However, the tone of relations between the two countries oscillates between grandiloquence, deception and misunderstanding. It is therefore worth asking what characterizes relations between them: distance or proximity? From a historical perspective and exploiting notions of “high politics” and “low politics,” this paper displays how both dynamics are present and are inseparable in all dimensions of Mexico-Canada relations, although they follow rhythms that are distinct and sometimes even contradictory.
