| description | In observing the conditions of adoption and operation of instruments relating to human rights by regional organizations of countries in the Global South, this paper examines the extent to which these texts contribute to the dissemination or redefinition of global standards. Two levels of analysis are employed: at the inter-state level and at the level of the supervisory bodies. Far from confining the countries of the Global South to the role of recipients, or to that of those who disregard so-called universal norms, it is necessary to treat them as agents in the diffusion and reconceptualization of such norms, through the mobilization of the frameworks provided by international relations, and in particular analysis of multilateral negotiations and sociological institutionalism. |

Al observar las condiciones de adopción y funcionamiento de los instrumentos relativos a los derechos humanos en las organizaciones regionales de los países del Sur, este artículo revisa en qué medida contribuyen esos textos a la difusión de las normas globales o a su redefinición. Se tratan, en particular, dos niveles de análisis: el nivel interestatal y el nivel de los órganos de control. Lejos de confinar a los Estados del Sur al papel de destinatarios o al de los que desprecian las normas llamadas universales, se trata de tomarlos como actores de su difusión y reconceptualización mediante la movilización de los marcos que proveen las relaciones internacionales, en especial el análisis de las negociaciones multilaterales y del institucionalismo sociológico.
