Los presidentes enfrentan el problema de ejercer un liderazgo que tiene naturaleza elusiva, que es difícil de entender y alcanzar, y que implica oportunidades y riesgos. Los gobernantes pueden afrontar más efectivamente dichas cuestiones, y los académicos y ciudadanos evaluarlos mejor, si conciben el liderazgo como “actuación estratégica”. Para sostener lo anterior, se plantean tres elementos: “agenda pertinente”, “palanqueo inclusivo” y “estilo decisorio equilibrado”. Con base en lo anterior se analiza el gobierno de Felipe Calderón, y se concluye que no ejerció un liderazgo político.
