Résumé:In Ecuador and in many Latin American countries, drugs have had a special value in the characterization of their penal institutions. In this sense, this article will analyze how around the drug policy reform in 2015 there is evidence of a continuity of a punitive culture, thus reflecting the pastoral power of the State. Through a qualitative study, this document accounts for the various semantics of punishment against drugs in police language in Ecuador. The punitive reform of 2015 contributes to the understanding of the governmental role of the police in the exercise of the pastoral power of the modern State in peripheral contexts.
