總結:In 2011 the Yucatecan congress passed an indigenous rights law. In this paper, we argue that multicultural reforms promulgated in Yucatan to date are the result of top down pressures at the national level that have pushed state legislators to move in the area of indigenous rights. The multicultural reforms in Yucatán are not the result of grassroot pressure. Notwithstanding the presence of some indigenous Maya organizations in Yucatan, there is no broad-based ethnic movement in the state. We present an argument here for the absence of an indigenous movement in Yucatán focused on the particularity of peasant leagues, the conservative nature of the Catholic Church, and the limited reach of non-governmental organizations.
