Summary:This paper considers the sewerage problem in Tijuana: the present situation is fully outlined, with emphasis on major aspects of the binational negotiations that have been conducted. A regional focus to the problem is established for the purpose of defining the real responsibilities of both Tijuana and San Diego in the pollution of the coastline. An analysis is made of the features which may possibly have a bearing on the selection of alternate solutions, among which worth mentioning is the construction of a binational plant. Lastly, several negotiation strategies that could be adopted by Mexico are studied. One of these involves the possibility of payment in kind, and that of establishing alliances with U.S. groups which support cooperation between the two countries.
