It is maintained that the politization of the organizations of earthquaked victims is a result of the type of response the goverment has offered to their demands. The general conclusion reached is that the earthquakes and the process of reconstruction made evident the crisis existing in mechanisms linking government and society. |

El propósito de este artículo es reflexionar acerca de los elementos esenciales que configuran las relaciones Estado-sociedad. Para ello se hace una caracterización general del Estado mexicano y se analizan sus relaciones con la sociedad. Se sostiene que la politización de las organizaciones de damnificados es un resultado del tipo de respuesta gubernamental a sus demandas. La conclusión general señala que los sismos y el proceso de reconstrucción evidenciaron la crisis de los mecanismos de la relación entre gobierno y sociedad.
