| description | A growing tenancy process has been observed in Argentina in the recent years which is also combined with greater requirements for tenants. In tourist cities, such as Bariloche, speculation and displacement of permanent rental housing towards tourist housing exacerbate the vulnerability of inhabitants. Although federal, state, and local governments have scope to confront these issues, local governments could assume a more active role, even with budgetary rigidity. Therefore, we review other cities' experiences and set feasible interventions in the rental market to address this housing problem, using Bariloche as a case study. The proposals include the transformation of the current Land and Housing Municipal Institute into a public urban development agency; rental market's regulations through limitations of commercial authorizations; capturing urban capital gains through current district laws to obtain land, and articulation of public and private actors to build real estate and establish fair uses and conditions. |

En los últimos años, se observa un proceso de inquilinización creciente en Argentina que, además, se combina con mayores exigencias para los arrendatarios. En ciudades turísticas, como Bariloche, las dinámicas especulativas y de desplazamiento de vivienda de alquiler permanente hacia la turística, agudizan y vulneran el derecho a la vivienda de los inquilinos. Se sostiene que, si bien los tres niveles de gobierno tienen competencias, los gobiernos locales podrían asumir un rol más activo para resolver esta problemática, aun cuando tienen rigidez presupuestaria. Por ello, revisamos experiencias de otras ciudades y proponemos intervenciones factibles en el mercado de alquiler para abordar este contexto habitacional, analizando Bariloche como caso de estudio. Las medidas propuestas incluyen: la transformación del Instituto Municipal de Tierras y Viviendas actual en una agencia pública de desarrollo urbano municipal; regular el mercado de alquileres a través de la limitación de habilitaciones comerciales; la utilización de la herramienta de captación de plusvalía urbana para conseguir suelo; y la articulación de voluntades de actores públicos y privados para edificar y establecer usos y condiciones de los nuevos bienes inmuebles.
