| description | The article analyzes the socio-spatial logic of housing policy management in the Metropolitan District of Quito within the period 2000-2019. The objective is to examine the results of housing policies, based on subsidies, credits and public-private production, which are designed parallel to the objective of densifying the city. The study is structured through interviews with different urban actors and the analysis of regulations, with which the action scenario is built based on Ostrom's IAD game theory and later how the result of this dynamic is evidenced in the territory. These logics transform a social good into a commercial and even financial asset, showing the unequal configuration of the city, as a result of the power and control of capital with public support. |

El artículo analiza la dinámica socioespacial de la gestión de políticas de vivienda en el Distrito Metropolitano de Quito durante el período 2000-2019. Su objetivo es evaluar los resultados de las políticas de vivienda de interés social que se basan en subsidios, créditos y producción público-privada, diseñadas paralelamente al objetivo de densificar la ciudad. El estudio se estructura a través de entrevistas a diversos actores urbanos y el análisis de normativas. Con ello se construye el escenario de acción basado en la teoría de juegos del IAD (marco de análisis y desarrollo institucional) de Elinor Ostrom y posteriormente se expone el resultado de esta dinámica de forma espacial. Estas lógicas han transformado un bien social en un activo mercantil e incluso financiero, mostrando la configuración desigual de la urbe, producto del poder y control del capital apoyado por la acción pública.
