El centro del presente trabajo versa sobre el Acuerdo de Entendimiento para el Aprovechamiento de las Aguas del Río Verde de 2019, el cual asigna 120 millones de metros cúbicos de agua de la presa El Zapotillo para León, Guanajuato. El objetivo de este estudio, basado en la perspectiva de la nueva cultura del agua, es demostrar la inconsistencia institucional guanajuatense, la cual insiste en que dicho volumen de agua es el necesario para su urbe. El fundamento de esta inconsistencia se sustenta con una metodología descriptiva-relacional que analiza la gestión del agua en León (2008-2018), por medio de la cual se determinó que El Zapotillo no resulta imprescindible para dicha ciudad; ello porque la crisis no es física, sino socialmente construida por el organismo operador, problema que requiere atenderse localmente y, en consecuencia, de otra solución.
