En este artículo se examina el caso del confinamiento controlado de desechos peligrosos de Guadalcázar, San Luis Potosí, a la luz del enfoque de las relaciones intergubernamentales. El objetivo del trabajo es explorar las implicaciones que la distribución de competencias legales en material ambiental, así como los asentamiento humanos entre los tres órdenes de gobierno, tuvieron en el resultado de la iniciativa para establecer el basurero tóxico. En el marco de este enfoque, se adiciona al análisis jurídico una revisión de factores no exclusivamente legales que, al influir en la actitud del personal gubernamental implicado, afectaron el resultado del caso.
