Nevertheless, the successes achieved on paper often contrast with the reality of urban space. In several cases, laws, plans, regulations or urban development plans would seem to have been passed as an end in themselves. It is almost as though the goal were to fulfill a politic-administrative requirement, rather than to achieve the aims of urban order and social justice that should be achieved through the fulfillment and implementation of these instruments. This article seeks to identify MAM's particular flaws. At the same time, as happened in the rest of the country, the current instruments comprising MAM's normative framework lack follow-up and evaluation mechanisms. Consequently, this article, which is part of a broader research project, begins with the exposition of and possible answers to certain doubts raised by the attempts to evaluate Monterrey's current metropolitan normative framework. In this respect, the main contribution of this article is its analysis of the sixty questionnaire-interviews conducted among key local informants, all important social actors linked to the legal, normative, management and social participation background to the plans and programs concerning MAM's urban development in recent years. The central aim of this article is to generate a number of conclusions and proposals that seek to improve MAM's current urban normative framework and achieve a more socially equitable distribution of the burdens and benefits of metropolitan urban development.

El Área Metropolitana de Monterrey (AMM), al igual que el resto de las ciudades mexicanas, ha venido conformando desde los años ochenta un completo arsenal normativo urbano, tanto en materia jurídica como de planeación, reglamentación y gestión urbana. No obstante, los logros alcanzados en el papel contrastan frecuentemente con la realidad que se aprecia en el espacio urbano. Todo pareciera indicar que en numerosos casos se aprobaron leyes, planes, reglamentos o programas de desarrollo urbano como un objetivo en sí mismo, como si el propósito fuese llenar el expediente político-administrativo y no alcanzar los objetivos de ordenamiento urbano y de justicia social que debieran lograrse mediante el cumplimiento y aplicación de estos instrumentos. ¿En dónde se ubican las fallas para el caso de AMM?Por otra parte, tal como sucede en el resto del país, los instrumentos vigentes que conforman el marco normativo del AMM carecen de mecanismos de evaluación y seguimiento, por ello este trabajo, que forma parte de un proyecto de investigación más amplio, se inicia con el planteamiento y posibles respuestas a algunos cuestionamientos que surgen al intentar evaluar el actual marco normativo metropolitano de Monterrey. En ese sentido la contribución relevante en este artículo lo constituye el análisis de los resultados de 60 entrevistas-cuestionarios realizadas a informantes locales clave, todos ellos actores sociales importantes relacionados con el encuadre jurídico, normativo, de gestión y de participación social en planes y programas relativos al desarrollo urbano del AMM en los últimos años. El principal objetivo del trabajo es generar algunas conclusiones y propuestas que busquen perfeccionar el actual marco normativo urbano del AMM y que tiendan a lograr una distribución socialmente más equitativa de las cargas y los beneficios del desarrollo urbano metropolitano.
