The article first refers to the Dominican State's 1980-1991 economic policies, emphasizing management of its social budget. It then presents a brief overview of poverty, specially in urban centers, and later offers some critical considerations in order to assess poverty as a problem of governance, by discussing its illusions and tangles. Finally, the author asks: Why do the poor appear on stage as objects of explicit social policies precisely when government assistance is less able to maintain the social budget directed towards them? Notorious among the arguments developed to answer this question, is one that considers poverty as a potential seat of ungovernance. |

En este trabajo el autor se centra en un aspecto específico del complejo proceso de cambio que comenzó en la República Dominicana, como en otros países de la región, a comienzos de los años ochenta: el deterioro del nivel de vida que acompañó el proceso de ajuste y liberación económica y los impactos que ese deterioro ha tenido en el plano político. Para ello el artículo aborda, en primer lugar, las políticas económicas del Estado dominicano entre 1980 y 1991, destacando sobre todo el manejo del gasto social. Luego presenta un breve panorama de la pobreza, particularmente en los centros urbanos, y en tercer término desarrolla algunas consideraciones críticas a fin de evaluar la cuestión de la pobreza como problema de gobernabilidad, tratando de discutir sus espejismos y principales nudos. A modo de conclusión, el autor se plantea la pregunta de ¿por qué los pobres aparecen en escena como objetos de políticas sociales explícitas precisamente en el momento en que el asistencialismo estatal tiene menores posibilidades de mantener el gasto social dirigido hacia esos grupos de la población? Entre los argumentos que desarrolla para responder a esa interrogante destaca el que se refiere a la pobreza como foco potencial de ingobernabilidad.
