First, the ever-greater social complexity in which munici- pal action is carried out clashes with a traditional organizational struc- ture, not designed to deal with diversity. Second, this same structure obstructs the new needs appearing within the different areas of local administration, which point to a growing municipal-level interven- tion. Changes are foreseen in the transition of these town govern- ments, although their direction and objectives are unknown. Besides their validity for analyzing the municipalities along the Northern frontier, the findings presented here may be extended to the rest of Mexico. |

Este artículo analiza a la institución municipal en México en el contexto del surgimiento de nuevos actores sociales. La situación aquí planteada no deja de ser paradójica. Por una parte, la complejidad social en la que se desenvuelve la acción municipal hoy día es mayor, lo cual choca con una estructura organizativa tradicional, no pensada para tratar con la diversidad. Por otra parte, esta misma estructura dificulta las nuevas necesidades surgidas en los distintos ámbitos de la administración local, las cuales apuntan hacia una mayor intervención a escala municipal. En el horizonte de la transición de los ayuntamientos se avizoran cambios, no obstante se desconocen su dirección y objetivos. Válidos para analizar algunos municipios de la frontera norte, los hallazgos aquí expuestos pueden extenderse al ámbito nacional.
