Summary:This article analyzes the main determinants of the relationship between UNRWA and Palestinian refugees, which has been marked from the outset by Palestinian mistrust of the ultimate intentions (permanent settlement in host countries) of this agency and its donors, as well as by the Palestinian demand that it remain until the right of return is exercised. This organization’s sole focus on working for most of the Palestinian people, its permanence as an international endorsement of their refugee status, and the fact that almost all of its 30 000 employees are also refugees, define a strategic relationship for one of the most sensitive issues in the Arab-Israeli conflict: the present and future of this community in exile.
