Por un lado, Australia lideró la coalición militar multinacional que restableció la paz en 1999 y tenía un interés evidente en garantizar que su vecino más reciente fuera autosuficiente y estable. Por otro lado, la independencia negaba tres décadas de esfuerzos diplomáticos australianos para controlar los recursos de petróleo y gas del mar de Timor.
