Résumé:Dubai is one of the most important and richest of the seven emirates which form the United Arab Emirates. Its wealth originally came from its oil. However, Dubai has been successful in its plans to diversify its economy in order to avoid total dependency on oil production and oil exports. Paradi­plomacy is the term used today in the field of international relations to refer to the process by which a region, a province or a state within a country, negotiates at the international level with other nations, and it acts as if it were an autonomous or independent state. Paradiplomacy has a wide range of levels: commercial relations; scientific and technological exchanges; as well as participation in sports and cultural events. Likewise, tourism is advertised internationally, and frequently the region, the province or the state has its own air links and other means of communication to facilitate international contacts and recognition. Free trade zones are also promoted to attract various international companies to invest in the region, province or state. In the Middle East, one of the best examples of paradiplomacy is Dubai, which in addition to these previous issues, also created communica­tion facilities, internet penetration, electronic commerce and media zones to encourage international and regional Arab media firms to relocate. Finance institutions are also promoted at the international level to attract investments. This essay analyzes Dubai’s international policies within the concept of paradiplomacy, which have been very successful for the Emirate’s plans to diversify its economy.
