| Resumo: | China is on a plateau full of domestic and external difficulties, such as local debt and the war in Ukraine. Xi Jinping and the Communist Party have created a centralized system with the leader at its pinnacle, but without abandoning institutionalization. This duality allows the ruling elite to consolidate its power and adapt in order to overcome national problems and maximize its external gains. The political event of the year was the Third Plenary Session of the 20th Central Committee of the Communist Party, which established guidelines to continue the materialization of its projects. The leader and his institutions have control of the main variables thanks to the legitimacy obtained through his achievements, which does not prevent social discontent from erupting. China is a major global economic and diplomatic player, mainly in West Asia and Africa.
