El reconocimiento otorgado por el gobierno de Washington al gobierno de Benito Juárez durante la Guerra de Reforma y, sobre todo, la celebración y firma del Tratado McLane-Ocampo causaron gran alarma entre las autoridades conservadoras y sus seguidores. Con base en documentos procedentes de los Archivos Nacionales de Washington y del Archivo General de la Nación, así como de periódicos de esos años, este texto se acerca a las medidas tomadas por el gobierno de Miguel Miramón para afrontar lo que era percibido como un grave peligro y valora la reacción de la prensa, las corporaciones y la población de las regiones que dominaban sus ejércitos.
