The authors emphasize the difficult relations between the town government and the town or neighborhood, as well as the post-revolutionary agrarian reform. A partir de un conflicto por la propiedad de las aguas del río Amcameca en 1921-1922, entre el gobierno federal y el ayuntamtento de esa localidad, el artículo estudia la apropiación y uso de los recursos productivos de un pueblo que logró llegar a 1920 con una considerable disponibilidad de tierras, aguas y bosques. Se destaca la difícil relación entre el ayuntamiento y el pueblo o vecindario así como el carácter de la reforma agraria posrevolucionaria. Se considera que el estudio de esta temática puede conducir a nuevas formas de abordamiento del proceso de formación del Estado nacional, sin dejar fuera componentes coloniales y porfirianos.
