Summary:In the context of international water catchment areas and their relation of co-dependency and negotiation on the border between Mexico and the United States, water resource management and distribution is a fundamental part of the social construction of space. The proposal to open a brewery with U.S. capital has given rise to a significant protest movement. Following a consultation that resulted in a rejection of the project, the situation has been framed as part of a federal government policy hostile to investment. However, the process is more complex, and observing it from the perspective of the relationship between the international water catchment area and the region helps to understand the impact of a relationship built up over a long period.
