| Resumo: | This study presents a planning exercise based on a spatial interaction model that assesses ex-ante, by defining and building scenarios based on government development projects, different possible strategies and their effect on the distribution of the expected population growth for Guanajuato by the year 2010. This instrument provides elements that, subject to weighting, allow us to make strategic decisions and propose urban and regional development policies at a state level.
