總結:This article explores the reasons the Mexican State had during the 60 's for adopting a specific urban policy both at national and local level. It analyses the aims of the General Law for Human Settlements (Ley General de Asentamientos Humanos) and of the National Plan for Urban Development (Plan Nacional de Desarrollo Urbano). In brief, it examines the specific mechanisms which were included in the Master Plan for Mexico City (Plan Director de la Ciudad de México) for it to achieve it's goals. This paper also analyses the control exerted on physical expansion in the absortion area and people participation, so as to assess to what extent the State showed a real interest in setting up effective and specific guidelines to accomplish the ambitious aims of this urban planning, or if it was simply a vague concept without the slightest chance of being put into practice.
