總結:The aim of this article is to evaluate governmental actions in the face of damage caused to housing units by the 1985 earthquakes, as well as the consequences of the same for policies on housing. The analysis of policies on housing is broken down into four stages: diagnosis of the problem; phase one of the Emergency Housing Program; the Program for Renovating Lower-class Housing; and phase two of the Emergency Housing Program. The main features of the Program for Renovating Lower-class Housing are analyzed and innovative aspects are pinpointed, above all those involving building and planning norms and financial conditions. Nevertheless, the author deems that the country's general policies on housing seem to be following, once again, the trends that have characterized them in the past.
