The article reviews the process that shaped the emissions measurement system in operation during the past two decades, its regulations, infrastructure, and modus operandi; also, it presents and discusses some of the effects of the operation and evolution of the system, including its judicialization, analyzing the role of law in the implementation of the policy, as well as the degree of its institutionalization. |
