總結:Proper division into electoral districts is an essential element for the exercise of democracy. Nevertheless, insufficient attention has been paid to this issue in Mexico so far. This article offers a methodological contribution by focussing primarily on the criterion of "community of interest." The results of an experimental exercise in dividing the state of Mexico shows that using this criterion in a metropolitan context, together with a new algorithm and the indistinct use of various geographical units at the time of re-dividing an area into districts yields positive numerical results. The author agrees with the generalized opinion that the official process of re-dividing areas into electoral districts in 1996 constituted a significant advance over that of 1978. Nonetheless, he also suggests that the latter is perfectible and that more could be done to implement the new governing principles in subsequent divisions into electoral districts.
