| description | This article describes a series of local fiscal instruments for reinforcing urban development policies, particularly those involving land. The main aim of these instruments is to promote inner city development while preventing speculation and the waste of urban space. As one of its theoretical bases, the article explains the general mechanism of intervention for transferring the undesirable costs of the poor use of the city to those responsible for this through fiscal measures. It then describes the instruments used; zoning-based appraisal, imposing proportionally higher taxes for land than for construction; taxing the under-use of standards and levying a surcharge on wasteland. Much of the analysis described is based on reality and examples from the Federal District, although the measures discussed are applicable to a variety of situations. |

En el artículo se describe una serie de instrumentos de carácter fiscal local para reforzar políticas de desarrollo urbano, en particular las referidas al suelo. La intención principal de tales instrumentos es favorecer el desarrollo de la ciudad interior evitando la especulación y el desperdicio del espacio urbano. Se explica como fundamento teórico el mecanismo general de intervención para transferir los costos no deseables del mal uso de la ciudad a los responsables valiéndose de medidas fiscales; posteriormente se explican los instrumentos: valuación en función de la zonificación; mayor participación del suelo respecto a la construcción en el impuesto; gravar la subutilización de la norma; y la sobretasa a baldíos. Mucho del análisis expuesto se basa en la realidad y ejemplos del Distrito Federal, pero las medidas discutidas son de aplicación general.
