| description | In the last two decades or more, critical scholarship in the human sciences has been commenting on different aspects of the archive. While much has been said on the archive of the state, especially in the historiography of colonial South Asia, very little is known about the archival functions of political parties, movements, grassroots community organizations, and trade unions that are involved in the government of populations in the post-colonial state. The paper argues that archival claims lie at the heart of negotiations between the state and population groups. It looks at the archival function of the Hawker Sangram Committee (HSC) in Calcutta to substantiate the point. Following Operation Sunshine (1996), a move by the state to forcibly evict hawkers from some selected pavements of Calcutta, in order to reclaim such ‘public’ spaces, a mode of collective resistance developed under the banner of the HSC. The HSC has subsequently come to occupy a central position in the governance of the realm of pavement-hawking, through the creation and maintenance of an archive. Another significance of the HSC’s ethnography is that it enables the HSC to form a moral and rational critique of the exclusionary discourses on the hawker, mostly propagated by a powerful combination of a few citizens’ associations, the judiciary and the press. Finally, the article documents how the successful mobilisation of a population group like the hawkers is marked by the virtual destruction of a pre-existing archive on the other group of ‘encroachers’ of the pavement space, the pavement dwellers. |

En las últimas dos décadas o más, académicos destacados de las ciencias sociales han comentado varios aspectos del archivo. Aunque se ha dicho mucho sobre el archivo del Estado, especialmente en la historiografía del Sur de Asia colonial, se sabe muy poco sobre las funciones archivísticas de los partidos políticos, los movimientos, las organizaciones comunitarias populares y los sindicatos involucrados en el gobierno de las poblaciones en el estado poscolonial. Este artículo argumenta que las reivindicaciones archivísticas se encuentran en el centro de las negociaciones entre el Estado y los grupos de población y considera la función de archivo que desempeñó el Comité Sangram de Vendedores ambulantes (HSC, por sus siglas en inglés) en Calcuta para apuntalar este argumento. Tras la llamada Operation Sunshine (Operación resplandor) en 1996, una maniobra del Estado para desalojar por la fuerza a los vendedores ambulantes de algunas aceras de Calcuta y así recuperar esos espacios “públicos”, se desarrolló una forma de resistencia colectiva bajo el estandarte del HSC. A partir de entonces, el HSC ha llegado a ocupar una posición central en el gobierno del reino de los vendedores callejeros gracias a la creación y el mantenimiento de un archivo. Otro aspecto que otorga importancia a la etnografía del HSC es que permite hacer una crítica moral y racional de los discursos excluyentes sobre el vendedor ambulante, que se diseminan principalmente a través de una poderosa combinación de algunas asociaciones ciudadanas, el poder judicial y la prensa. Por último, el artículo documenta la forma en que la movilización exitosa de un grupo poblacional como los vendedores ambulantes se ve marcada por la destrucción virtual de un archivo que existía anteriormente sobre el otro grupo de “invasores” de las aceras, los indigentes.
