In the most critical months for Mexico, China deployed its mask diplomacy and eventually vaccine diplomacy. In this study, we analyze the phenomenon based on the Chinese approach to international cooperation for development, understood as an instrument of soft power. We follow a methodology that favors a holistic approach in which the concepts of soft power developed by Joseph Nye and Yan Xuetong come together. One of the key findings was that this cooperation, compared to the ten years prior to the pandemic, has further strengthened links between Mexico and China. Although there are no signs that this situation has substantially altered Mexico’s relationship with the United States, the Mexican audience has clearer view of China’s rise and the presence of its partner in the country. |

Durante el primer año de la pandemia de covid-19 (2020-2021), la relación sino-mexicana estuvo destinada a gestionar la crisis sanitaria a ambos lados del Pacífico. En los meses más álgidos para México, China desplegó su diplomacia de las mascarillas y eventualmente la diplomacia de las vacunas. En este estudio analizamos el fenómeno a partir del enfoque chino de cooperación internacional para el desarrollo, entendido como un instrumento de poder suave. Para ello, seguimos una metodología que privilegia un enfoque holístico en el que confluyen los conceptos de poder suave desarrollados por Joseph Nye y Yan Xuetong. Entre los hallazgos destaca que aquella cooperación, en comparación con los diez años previos a la pandemia, ha estrechado más la asociación entre México y China. Si bien no hay indicios de que esto implique cambios sustanciales en la relación de México con Estados Unidos, la audiencia mexicana ve con mejores ojos el ascenso de China y la presencia de su socio en el país.
