總結:During the first year of the Covid-19 pandemic, the Mexico-China relationship was destined to manage the health crisis on both sides of the Pacific. In the most critical months for Mexico, China deployed its mask diplomacy and eventually vaccine diplomacy. In this study, we analyze the phenomenon based on the Chinese approach to international cooperation for development, understood as an instrument of soft power. We follow a methodology that favors a holistic approach in which the concepts of soft power developed by Joseph Nye and Yan Xuetong come together. One of the key findings was that this cooperation, compared to the ten years prior to the pandemic, has further strengthened links between Mexico and China. Although there are no signs that this situation has substantially altered Mexico’s relationship with the United States, the Mexican audience has clearer view of China’s rise and the presence of its partner in the country.
